It's because squirrels in the mountains keep them from doing it.

Collective privately hate squirrels, and they all come out when they try to attack. Then they dirty their weapons on them, and when they finally look, they are horrified and start to clean their precious weapons, and never get around to attacking.

Have you ever wondered why people in the Guild have gotten stuck in the Collective yet Collective never get stuck in the Guild?

It's because the Collective spreads glue over it's floors.
