He'll do anything to get information on the two, even kill a Guild member. His good side is when you leave his presence without being shot. If you get on his good side, consider yourself lucky. Otherwise, stay as far from him as possible.
History: Not much is known. He showed up in the city one day and asked around for a man dressed in armor that looked like Fox's. No-one said anything, cause of the evil look in the man's eyes. He got mad, shot a few people and then left, coming back the next day to move into an empty house on the far side of town.
